
You have to be playing at level 72 (not just your character, but the level in the game) to unlock OP1. If that's the case, you have to reinstall the first level cap increase. Then you could be playing a level 72 character, but the enemies would be limited to around 61, because you removed the first level cap increase. But if the character level stays the same, then I guess you could have gotten a character to level 72, and then uninstalled the first level cap increase (it would have to be the first one, because Digistruct Peak is part of the second one). I would have assumed that the character level would be decreased to the lower level cap. I don't know what happens if you have the level cap increases and get a character in those levels, and then uninstall a level cap increase. If you're seeing enemies around level 60, that should mean that your character is around level 60, not level 72. We said earlier that you have to be level 72, and you said that you were level 72. I get message at the end after beat the last boss about unlocked the OP level. You have to complete the mission at your highest OP level to unlock the next level. You can't just keep repeating it at level 72 (OP0) to unlock the other OP levels. If you have actually already unlocked one or more OP levels, then to unlock the next OP level, you have to load that character in UVHM and select your highest OP level, and then complete the mission. If you're not getting that message, there is something wrong and you didn't unlock OP1. Then you should get a message at the end, after you beat the last bosses and _before_ you go back to Tannis, that says that you have unlocked OP1. You'll want to duplicate the quest progression too. If you try to go past that limit the game breaks. I'd also be more likely to recommend that you create a new, level one of the new class you want to play and then boost that one up to the level you want and copy a few weapons over.

It goes up to lvl 127 (it reads game code not just an automatic limit from the save editor itself) and I managed to get into the game but all my gear was gone because the game knows you're not supposed to have a technical level (OP levels) higher than 90 (OP 10 which is why lvl 93's have a skull).
